Cal eProcure is the California Department of General Services portal where the state advertises what it buys and where vendors register to sell to it. Registration is free and covers every state agency. Certification as a Small Business is separate, takes 30 to 45 days, and is what actually gives you an advantage: a 5% bid preference, and access to a state target of directing at least 25% of contract dollars to certified small businesses.
What Cal eProcure registration gets you
Registering puts you in the State Contracting and Procurement Registration System, which is the state’s vendor database. Three things follow from it.
- You appear in the California State Contracts Register. This is where every state solicitation is advertised. Buyers search it by commodity code when they need a supplier, so how you classify yourself at registration determines who finds you.
- You can bid. State agencies cannot award to a vendor who is not registered, so this is the gate rather than an advantage in itself.
- You can apply for SB and DVBE certification. Both applications run through Cal eProcure. This is the part that changes your win rate.
Registration alone puts you on the list. Certification is what moves you up it.
Which certification you qualify for
California runs three size categories, and firms routinely apply for the wrong one. The thresholds are averaged over your previous three tax years, and employee counts include affiliates.

The SB-PW category exists because a construction firm’s gross receipts include materials and subcontractor payments passing straight through. A genuinely small contractor with twenty employees can clear $19 million on paper without being a large business. If you qualify for standard SB, take that instead — it covers public works and everything else.
You also need to be independently owned and operated, not dominant in your field nationally, and headquartered in California, with all owners and officers domiciled in the state. Unlike DBE certification, there is no disadvantage requirement — any qualifying small business can apply.

Where Cal eProcure registrations stall
Most first applications are returned rather than rejected, and almost always for one of these reasons.
- The business name does not match the tax returns. A DBA on the application and a legal entity name on the return is the single most common reason a file goes back.
- Three years of returns are not available. Newer firms can still certify, but the calculation changes and the supporting documents differ. Applying as though you have three years when you do not produces a return, not an approval.
- Affiliate employees are not counted. The headcount includes affiliates. Firms with a related entity routinely under-report and have to refile.
- Commodity codes are picked carelessly. This one costs you nothing at application and everything afterwards — the codes decide which solicitations reach you.
- Officers are domiciled outside California. The requirement covers all owners and officers, not just the business address.

Is Cal eProcure registration free?
Yes. Registration is free, and SB and DVBE certification are free to apply for, hold and renew. There is no state fee at any stage.
Do I need SAM.gov registration to use Cal eProcure?
No. They are separate systems for separate buyers — SAM.gov is federal, Cal eProcure is California state. Most firms that sell to government end up in both, but neither requires the other.
How long does California Small Business certification take?
Typically 30 to 45 days from a complete application. Incomplete applications restart that clock, which is why the documentation matters more than the form.
How long does certification last?
Two years. You can file to recertify within the 90 days before expiry. Letting it lapse means reapplying from the beginning and losing your preference in the meantime.
Does certification actually make a difference?
Yes, measurably. Certified small businesses receive a 5% bid preference, and the state targets at least 25% of contract dollars to them. On a competitive bid, 5% is frequently the whole margin.
What is the difference between SB and SB-PW?
SB-PW allows higher thresholds — $46 million and 200 employees against $19 million and 100 — but only applies to public works. If you qualify for standard SB, that is the better certification, because it covers everything.
