California buys billions of dollars of goods and services every year, and almost all of it flows through Cal eProcure. If your business is not registered there, state departments cannot find you and you will not be notified when relevant solicitations are posted.
Registration is also the gateway to California’s small business and disabled veteran business certifications — the ones that give you preference on state contracts.
What Cal eProcure does
Cal eProcure is the State of California’s procurement portal, run by the Department of General Services. Registering creates your supplier profile, which does three things:
- Makes you findable. State buyers search the supplier database by commodity code when they need something.
- Gets you notified. Solicitations matching your profile reach you instead of passing you by.
- Opens certification. Small Business and DVBE applications are submitted through the same system.
Where it goes wrong
- Commodity codes chosen badly. This is the most consequential decision in the whole registration and the one people rush. Your codes determine every notification you receive and every search you appear in. Too few and you are invisible; wrong ones and you get noise.
- The profile is registered but never certified. Registration gives you visibility. Certification gives you preference. They are separate steps and many businesses stop after the first.
- Incomplete business information, so the profile exists but does not present the business as a credible supplier.
- Nobody maintains it. Details go stale, contacts leave, and the profile quietly stops working.
Registration, then certification
For most California businesses the sequence that matters is: register in Cal eProcure, then apply for Small Business (SB) certification, and if you perform construction or public works, SB for Public Works (SB-PW). Disabled veteran-owned businesses should also pursue DVBE.
These certifications carry real weight in state procurement — bid preferences and participation goals that departments are required to meet. A registered but uncertified supplier is competing without the advantage the state is actively trying to give you.

Common questions
Do I need SAM.gov registration to register with Cal eProcure?
No. They are separate systems for separate governments — SAM.gov is federal, Cal eProcure is California. Most of our clients want both, because the two markets rarely overlap in who wins them.
What qualifies as a California Small Business?
The state sets thresholds on employee count and average annual revenue, with different rules for services, construction and goods, plus a Micro classification for the smallest businesses. Tell us your numbers and we will tell you which category you fall into.
Does certification actually make a difference?
Yes. State departments have participation goals and bid preferences attached to these certifications. It changes how your bid is evaluated, not just whether you are seen.
Is registration free?
