Location does not decide who wins state work
This is the single most common misconception we correct. State agencies buy statewide, and the 5% Small Business preference and the state’s 25% small business participation target apply identically wherever your office is. What actually decides whether opportunities reach you is how your Cal eProcure profile is built — particularly your commodity codes — and whether you hold current certification.
Where location does matter is the layer beneath the state: counties, cities, transit districts, school and community college districts, and utilities all run their own vendor registrations and their own local preferences. Northern California has an unusually dense concentration of these, and most firms register with the state and stop.
Three layers of government buying
- Federal. SAM.gov registration, a Unique Entity ID and entity validation. Required before any federal agency can pay you, and separate from everything else on this page.
- State of California. Cal eProcure registration, SB, Micro or SB-PW certification, DVBE where it applies, and the California State Contracts Register where solicitations are advertised.
- Local and special districts. County and city vendor portals, transit and utility districts, school and community college districts. Each has its own registration, and several run local business preferences that stack on top of the state’s.

Common questions
Do I need to be in Sacramento to win California state contracts?
No. State agencies buy statewide and the Small Business preference applies regardless of where in California your office is. What matters is your Cal eProcure registration, your commodity codes and your certification status, not your distance from the Capitol.
Is Cal eProcure registration different in Northern California?
No. Cal eProcure is a single statewide system administered by the Department of General Services. The registration and certification process is identical everywhere in California.
Do I need to register with my county as well as the state?

Can an out-of-state business get California Small Business certification?
