International Trade & Logistics Consulting

Tariffs, trade rules and supply chains are changing fast, and logistics companies and importers feel it first. GERC helps freight forwarders, trucking companies, warehouses and importers understand what those changes mean for their costs, their clients and their growth.

International trade has been central to our founder’s work for many years. Dr. Shirley Ayangbah holds a Ph.D. in International Economic and Financial Law and an M.A. in Economics, and has published on WTO digital trade rules, global value chains, and reshoring and nearshoring in U.S. manufacturing. We turn that expertise into clear, practical advice for your business.

Our international trade and logistics services

  • Tariff & trade-policy briefings: Plain-English updates on tariff changes and trade rules, and what they mean for your shipments, products and clients. Ideal for sharing with your own customers.
  • Landed-cost & margin analysis: We calculate the true cost of getting goods to your door, including product, freight, duties, insurance, storage and handling, and compare products, routes and sourcing countries.
  • Sourcing & supply chain strategy: Analysis of reshoring, nearshoring and alternative sourcing countries to help you reduce tariff exposure and supply chain risk.
  • Government contracts for logistics companies: SAM.gov registration, California Small Business certification, and vendor registration with ports, airports, transit agencies, counties and school districts, plus bid writing for freight, delivery and warehousing contracts.
  • Feasibility studies & market research: Should you open a new warehouse, add a service or enter a new market? We provide the numbers to decide. See our feasibility studies and market research.
  • Grants for freight & fleet projects: Funding research and grant writing for clean trucks, fleet upgrades and freight infrastructure.
  • Mandarin-speaking support: Fluent spoken Mandarin for calls and meetings with Chinese suppliers, partners and clients.

For multinational corporations and prime contractors

GERC also provides macroeconomic analysis and supply-chain resiliency auditing for larger organizations. Led by Dr. Shirley Ayangbah, Ph.D., we deliver data-driven feasibility frameworks that help multinational corporations manage political and trade-policy risk in cross-border ventures and optimize nearshoring operations.

  • Macroeconomic resiliency auditing: diagnosing vulnerabilities, bottlenecks and regulatory compliance risks across cross-border supply chains.
  • International trade and investment policy analysis: economic and policy analysis of investment treaties, foreign investment regulation and comparative legal frameworks for corporate stakeholders. We work alongside your legal counsel and do not provide legal advice.
  • Industrial infrastructure strategy: feasibility analysis for industrial retrofitting, large-facility planning and logistics corridor positioning.

GERC is a certified California Small Business. We partner with prime contractors to help meet state and federal socioeconomic subcontracting goals. See our teaming partners page or contact us to request our capability statement.

Frequently asked questions

Do you file customs entries?

No. Filing customs entries requires a licensed customs broker. We work alongside your broker or forwarder, providing the economic and policy analysis that helps you plan pricing, sourcing and strategy.

Can a trucking or warehouse company really win government contracts?

Yes. Public agencies regularly buy freight, delivery, moving and storage services. Registration in SAM.gov and the right certifications make you eligible to bid, and California SB certification gives a 5% bid preference on state contracts.

Do you only work with Inland Empire companies?

We’re based in San Bernardino and serve the Inland Empire, Los Angeles and Long Beach port region, and clients nationwide.

How quickly can you deliver a tariff brief?
