Global Economic Research Consulting (GERC) is a woman-owned research and government-contracting advisory firm in San Bernardino, California. We take small businesses, nonprofits, tribal entities and public agencies from unregistered to under contract — completing registrations, preparing and submitting certification applications, and writing the bids and grant proposals. Every engagement is led by Dr. Shirley Ayangbah, a PhD legal and political economist with 14+ years in international law and economics. We serve clients nationwide and worldwide, on site across California, and are available as a prime or subcontractor.

Dr. Ayangbah is a legal and political economist and college educator who teaches economics, business, accounting and public policy at California community colleges. She brings more than 14 years of experience in international law, economics, grant development, research consulting and feasibility studies, and she leads every GERC engagement herself.

What does GERC Consulting do?
GERC helps small businesses, contractors and nonprofits become eligible for government contracts and grants and then win them. That includes SAM.gov and Cal eProcure registration, California SB, SB-PW and DVBE certification, proposal and grant writing, and feasibility and market research.
How much do your services cost?
It depends on the scope. We quote a fixed fee or hourly rate in writing before work begins. You can start with a free 15-minute intro call or a 90-minute Strategy Consultation for $265. Eligible nonprofits receive a 20% discount.
How long does a grant or proposal take?
Most proposals are completed within 2 to 4 weeks, depending on complexity and the deadline.
Where do you work?
GERC works nationwide and internationally. From our downtown San Bernardino office we serve clients throughout California, in both Southern and Northern California, and registration, certification, proposal and grant work is delivered remotely in any state. We also take on international research, feasibility and market-entry projects.
Is GERC a certified small business?
Yes. GERC is certified by the State of California as a Small Business (Micro) and a Small Business for Public Works (SB-PW), and is registered in SAM.gov under CAGE code 11SD2.
Do you offer support after a proposal is submitted?
Yes. We provide post-submission support, revision assistance and funding follow-up, plus renewals and compliance maintenance for registrations and certifications.
Can you guarantee we will win?
No. Award decisions belong to the agency or funder. What we control is whether you are registered correctly, eligible, responsive to every requirement and submitted on time, which is where many small-business bids fail.
