CEQA vs. NEPA
Under CEQA, purely economic or social effects are not treated as significant environmental impacts on their own, but they matter where they lead to physical changes, and they inform findings and statements of overriding considerations. NEPA documents typically consider social and economic effects more directly. We write to the standard of the document you are preparing and the agency reviewing it.
