GERC prices SF 330 and statement of qualifications (SOQ) work as flat fees, confirmed in writing before we start. Short answer: a local or county on-call SOQ starts at $3,500, a Caltrans or federal SF 330 Part I starts at $5,500, and a monthly SOQ retainer with opportunity monitoring is $4,250/month. Most firms start with a one-time master SF 330 Part II and resume library so every later submittal goes faster.

- Written quote first. Every price above is a starting point. We confirm the final flat fee in writing after a short call about the solicitation.
- 70% deposit, no refunds. Work begins once the deposit is received; the balance is due at submission. All payments are non-refundable once paid.
- Your input deadline. Resumes, project details and engineer notes are due 10 days before the submission date. Late materials move the job to rush pricing.
- Two rounds of revisions included. Additional rounds and work outside the quoted scope are billed at $125/hour, approved by you in writing before we start.
- Prices cover writing, editing, formatting and compliance review. Your engineers provide technical input and approve the final submittal.
- Not yet certified? We handle California Small Business (SB) and SB-PW certification for $3,800. See our payment terms for billing details.
What it costs for a typical firm
Three common situations, priced from the tables above:
| Your situation | What you buy | First-year cost |
|---|---|---|
| Survey or engineering firm, about 8 key staff, pursuing 4 county on-call contracts a year with plenty of notice | Library setup ($3,500) + 4 local SOQs ($3,500 each) | $17,500 |
| Firm submitting one SOQ every month and wanting every opportunity tracked | Library setup ($3,500) + SOQ retainer ($4,250 × 12) | $54,500, about $2,400 less than buying monitoring and 12 SOQs separately |
| Firm going after one Caltrans A&E contract with 10 key personnel | Library setup ($3,500) + SF 330 Part I ($5,500–$7,500) | $9,000–$11,000 |
What moves a price above the starting fee
- A local SOQ longer than 25 pages
- More than 10 key personnel on an SF 330
- Teaming partners whose resumes and projects we must collect and edit
- Less than 21 days before the due date, or your materials arriving later than 10 days before it
- A third or later round of revisions
Each of these is priced in your written quote before work starts. Nothing is added later without your written approval.
What we need from you
- The solicitation (RFQ or RFP) and any addenda
- Current resumes, with license numbers (PLS, PE, LSIT and others) and years of experience
- A project list: owner, location, dates, fee, your firm’s role and a reference contact
- Your organization chart and any teaming partners
- Past SOQs or SF 330s, if you have them
A typical schedule for a local SOQ
| When | What happens |
|---|---|
| 21+ days before the due date | Free call, written quote and 70% deposit |
| 10 days before | Your materials are due |
| 6 days before | First full draft to you |
| 4 days before | Your comments; second-round revisions |
| 2 days before | Final, submission-ready file and 30% balance |
Why our government experience carries over to your SOQ
GERC’s work is government submittals, and every one is scored, deadline-bound and rejected for a single compliance miss. An SOQ is the same kind of document. We bring the same discipline we use on:
- State, local and federal bids and proposals, including GSA Schedule offers
- Federal and state infrastructure grant applications, including USDOT BUILD/RAISE, Caltrans SB 1 and FEMA benefit-cost analysis
- Small business, DBE and other certification applications reviewed line by line by certifying agencies
- SAM.gov and Cal eProcure registrations, where a wrong code means you never see the opportunity
In practice that means: a compliance checklist built from the solicitation before writing starts, every section written to the published evaluation criteria, page and font limits checked on the final file, and deadlines planned backward from the due date. GERC holds its own California SB (Micro) and SB-PW certification (#2045992) and CAGE code 11SD2, so we work inside the same public-procurement system as our clients.
Frequently asked questions
Fit and experience
Do you work with land surveying firms?
Yes. Surveying, engineering and architecture firms are all selected on qualifications under the federal Brooks Act and California Government Code 4525–4529.5, so the SF 330 and SOQ process is the same. We build Section E resumes and Section F projects around licensed surveyors, field crews and survey project experience.
Do you understand our technical work?
We do not write your technical approach for you. Your engineers and surveyors give us the substance in a short kickoff call and notes; we organize it, write it to the scoring criteria and make it read clearly to a selection panel that may include non-technical members.
We are a small firm that has never submitted an SOQ. Is that a problem?
No. Many of our clients are small firms entering public work. The library setup is designed for exactly this: it turns your resumes and past projects into reusable SF 330 material, and we can also handle SB or SB-PW certification if agencies set small-business goals.
Do you work outside California?
Yes. Federal SF 330s follow the same form nationwide, and we write SOQs for state and local agencies in any state. Caltrans and California local agency rules are a particular focus.
Pricing and payment
Why flat fees instead of hourly billing?
You know the full cost before you commit and can budget each pursuit. Hourly billing ($125/hour) applies only to work outside the agreed scope, and only after you approve it in writing.
Are there any hidden fees?
No. Your written quote is the price. Agency or certification fees, where they apply, are passed through at cost and never marked up.
How do we pay?
Deposits are paid online by major credit or debit card through our secure checkout. We send a secure payment link for the 30% balance. Full details are on our payment terms page.
When is the balance due?
Before we release the final, submission-ready file.
Is there a discount for several SOQs?
The SOQ retainer is the volume option: $4,250/month includes monitoring and one SOQ, about $2,400 a year less than buying the same work separately.
If we skip a month on the retainer, does the SOQ roll over?
No. One SOQ is included in each paid month and does not carry forward. If you expect quiet months, per-submission pricing may suit you better.
Can we cancel the retainer or monitoring?
Yes. Both are month to month and cancel with 30 days’ notice.
Are payments refundable?
No. All payments, including deposits, balances and monthly fees, are non-refundable once paid. Your payment reserves time on our calendar and work begins right away, so please confirm the scope in your written quote before you pay.
What if the agency cancels or postpones the solicitation?
Payments are not refunded. Everything we have prepared, including resumes, project write-ups and draft sections, is delivered to you to reuse on your next submittal.
Process and timing
How much of our staff time does this take?
A kickoff call, gathering the materials on our checklist, and reviewing two drafts. We do the writing, editing, formatting and compliance checking.
How are notice periods measured?
From the day we receive the complete solicitation documents and your deposit.
Can you take an SOQ due in less than 21 days?
Yes, at rush pricing. For anything due in less than 7 days, call us first so we can confirm we can deliver a quality submittal in time.
How do we send materials and review drafts?
By email or a shared folder, whichever your firm prefers. Drafts come as editable Word files with tracked changes so your reviewers can comment directly.
Who submits the SOQ to the agency?
Your firm signs and submits it, because certifications and signatures must come from you. We deliver a final file that is ready to upload or print.
Do you design graphics?
We format the document to the agency’s page and font rules and lay out your organization chart and project tables cleanly. Custom graphic design is not included.
SF 330 specifics
What is the difference between SF 330 Part I and Part II?
Part I is written for one specific contract: your team, key personnel resumes, example projects and why you are the best fit. Part II is your firm’s general qualifications profile, the same for every submittal. The library setup builds Part II and the resume and project material that each Part I draws on.
How often should Part II be updated?
At least once a year, and whenever your staff, offices or capabilities change significantly. We refresh the relevant resumes and projects as part of each new submittal; a full annual refresh of the library is quoted separately.
Does Caltrans require an SF 330?
Yes. Caltrans asks for an SF 330 with every SOQ for its architectural and engineering contracts, which it advertises on Cal eProcure.
We are not yet registered in SAM.gov or Cal eProcure. Can you help?
Yes. We handle SAM.gov and Cal eProcure registration with the right engineering and surveying codes, so contracting officers and prime firms can find you.
Monitoring
What does monitoring cover?
Opportunities across the federal, state and local portals you are registered with, plus the Caltrans A&E Look Ahead Report and local on-call RFQs. You get bid/no-bid screening, deadline and amendment tracking, and a monthly pipeline call.
Do we have to pursue everything you find?
No. Monitoring tells you what is coming and whether it fits; you decide what to pursue.
Confidentiality and ownership
Is our information kept confidential?
Yes. Your resumes, project data, fees and strategy are used only for your submittals and are never shared with other clients.
Do you write for competing firms on the same solicitation?
No. We will not write for two competing firms pursuing the same contract.
Who owns the finished documents?
You do. You receive editable files of your SOQs and library and can reuse them however you like.
Results
Can you guarantee a shortlist?
No one honestly can; the agency decides. What we control is a compliant submittal written directly to the evaluation criteria, so your qualifications are scored at full value.
Can you help after an unsuccessful submittal?
Yes. We can help you request a debrief from the agency and apply what you learn to the next SOQ. This is billed at $125/hour, or included in your next submittal if you are on the retainer.
Can GERC also join our team?
Yes. GERC is certified by the State of California as a Small Business (Micro) and Small Business for Public Works and can join your team where an agency sets small-business goals. See teaming partners.
