Where we fit on a team
- Caltrans and local transportation contracts. We provide economic analysis and benefit-cost work, for example using Caltrans’ Cal-B/C approach on state-funded projects. On state-funded work, our SB certification can count toward SB participation goals.
- California High-Speed Rail. The High-Speed Rail Authority sets small business participation goals on its contracts. We support primes with economic, community benefit and grant-related analysis.
- Public agency RFPs. Cities, counties, transit agencies, ports and water districts often ask for economic or funding analysis alongside engineering. We fill that gap without you adding a full-time economist.
- Grant-funded projects. When your client is applying for BUILD, INFRA, BRIC or state funds, we write the BCA and narrative sections while you handle design and cost estimates.

GERC holds California SB (Micro) and SB-PW certification from the Department of General Services (Certification ID 2045992, active through June 30, 2027), and our firm is woman-owned. We are not currently certified as a DBE or DVBE, so we do not count toward DBE or DVBE goals on federally funded contracts. Our MBE/WBE application is in progress. Usually within a few days. Send us the RFP or NOFO, the scope you need covered and the due date, and we will confirm fit and provide a capability statement, résumé and past performance for your submittal.
Do you sign teaming agreements and NDAs?
Yes. We work under teaming agreements, subconsultant agreements and NDAs, and we can provide insurance certificates and SAM.gov and certification details for your compliance package.
