How the Florida DBE program works

  • The Florida Unified Certification Program (FLUCP) issues one DBE certification that covers FHWA, FTA and FAA-funded work across the state.
  • FDOT’s Equal Opportunity Office is the main certifier, and other FLUCP members also certify.
  • Personal net worth must be below $2.047 million, and average gross receipts no more than $30.72 million over three years.
  • FDOT says it meets its DBE goal through race-neutral methods.

What changed in 2025 and 2026

  • October 3, 2025: U.S. DOT’s interim final rule removed the presumption of disadvantage based on race or sex.
  • Every applicant now submits a personal narrative showing individual social and economic disadvantage, plus a personal net worth statement.
  • Existing DBEs must be re-evaluated under the new standard.
  • September 25, 2026: U.S. DOT published the final rule, adopting the interim rule with minor changes. Certifiers must finish reevaluations by December 24, 2026, with a possible three-month extension.
  • Firms that do not respond get a final 90-day window before removal from the directory.

Florida also passed SB 1134, which takes effect January 1, 2027 and restricts DEI programs in cities and counties. How it will affect local certification programs is still being worked out, so we confirm the current rules before you apply.
