GERC’s research, proposal and grant services are built for organizations across the Inland Empire and the rest of California. The sectors below are where public funding is available, where compliance requirements are heaviest, and where a well-built application is worth the most.
If your sector is not listed, that does not mean we cannot help — it means we would rather have the conversation than assume. Most of what we do transfers across industries.
What we do, and what we do not
Our work in every sector below is research, analysis and writing: finding the right funding programmes, gathering and structuring the evidence an application needs, and producing documents that meet the requirements.
We do not provide engineering, environmental, legal or investment services, and we do not sign or certify documents that require a professional licence. Where an application needs that kind of certified input, we tell you early and work alongside the qualified professional you engage.
Logistics, Trucking & Warehousing
The Inland Empire’s defining industry. Operators here compete for public agency contracts, freight and goods-movement infrastructure funding, and prime subcontracts — all of which require registration and certification before the bid is even accepted. We handle vendor registration, SAM.gov and Cal eProcure setup, and the proposals that follow.
Construction & Public Works
Public works bidding runs on a separate certification track from ordinary state contracting. SB-PW certification is the one that matters here, and it has its own thresholds. We prepare the certification and the bid responses.
Transportation
Feasibility research and DOT infrastructure funding strategy. Transportation funding generally requires a demonstrated case for need and viability before an application is competitive — analysis work rather than writing work.
Housing & Infrastructure
Affordable housing grant proposals and CHDO (Community Housing Development Organization) development support. Housing funding is among the most procedurally demanding money available, with layered eligibility rules that stop applications well before the merits are considered.
Manufacturing
Workforce training and modernization funding, and registration for defense and federal supply chains. Manufacturers are often eligible for programmes they have never been told about, and the barrier is usually finding them rather than qualifying.
Aerospace
Feasibility research and support with SBIR and STTR funding applications. Federal research funding rewards a clearly argued technical case and punishes a poorly structured one, and the two programmes have distinct expectations that catch first-time applicants out.
Energy & Environment
Research and proposal writing for clean energy and climate resilience funding. A growing pool of federal and state money, a correspondingly growing field of applicants, and increasingly specific requirements about what a fundable application looks like.
Water & Utilities
Infrastructure funding research and vendor registration for water districts, utilities and their suppliers. Special districts buy substantially and are frequently overlooked by businesses focused on cities and counties.
Waste, Recycling & Environmental Services
CalRecycle and state programme applications, and agency contracting support. A sector where public funding and public contracts often run together.
Healthcare & Community Services
Federal and foundation health funding and community programme proposals. Many providers here operate as nonprofits, which brings formation and 501(c)(3) status into the same conversation as the funding itself.
Education & Workforce Development
Department of Education and workforce board funding. Training providers, community organizations and districts are all competing from different eligibility positions for the same money, and knowing which you are in changes the application.
Food Systems & Agriculture
Local agriculture development proposals and USDA grant applications. USDA runs a wide range of programmes with different eligibility rules, match requirements and reporting obligations, and picking the wrong programme costs a whole cycle.
Security Services
Federal RFP responses and vendor registration support. Security contracting is a market where registration and certification status determines which solicitations you are eligible for at all — see SAM.gov registration and proposal development.
Professional, Staffing & Business Services
Vendor registration, certification and public sector bidding. Service firms frequently assume government work is for product suppliers and contractors — agencies buy a great deal of professional and staffing services.
Oil & Gas
Grant writing and funding research for sustainability transitions. We research the available programmes, gather the economic evidence an application needs, and write the proposal. Operators moving toward lower-carbon operations are competing against organizations with dedicated grants teams, and the research behind an application is usually what separates them.
Public Agencies & Special Districts
Grant research, proposal development and procurement support for cities, districts and joint powers authorities — and for the businesses that supply them.
Nonprofits & Tribal Governments
Capacity-building research and grant compliance support. Nonprofits and tribal entities are eligible for funding streams commercial businesses are not, and the constraint is usually administrative capacity rather than eligibility. We also handle nonprofit formation and 501(c)(3) applications, and federal grant funding additionally requires an active SAM.gov registration.
