Government Contracting Consultant in San Antonio, Texas

San Antonio is a city of big public buyers: the City, Bexar County, CPS Energy, SAWS, VIA and Joint Base San Antonio. As a government contracting consultant for San Antonio small businesses, GERC gets you registered in the right systems, certified where you qualify, and ready to bid. We serve San Antonio clients remotely from California.

City of San Antonio: SAePS and SBEDA

  • Vendor registration and bids: SAePS, the San Antonio eProcurement System
  • SBEDA, the City’s small business program, was updated in July 2025. Firms must be headquartered in the San Antonio metro area, and each owner’s personal net worth must be $2.047 million or less.
  • SBEDA benefits include evaluation points and small business subcontracting goals on City contracts.
  • In September 2025 the City stopped using race- and gender-conscious SBEDA measures. Small business measures continue.

Regional certification and Bexar County

  • Certification for many local agencies runs through the regional certifying agency, now operating as Supply SA (formerly SCTRCA).
  • Bexar County renamed its program SLOVBE (Small, Local and Veteran Business Enterprise) in August 2026. It is race- and gender-neutral.
  • DBE certification for federally funded transportation work: U.S. DOT finalized its new DBE rules on September 25, 2026. There is no longer a presumption of disadvantage based on race or sex: every applicant must submit a personal narrative showing individual disadvantage and a personal net worth statement, and certifying agencies must re-evaluate existing DBE firms by December 24, 2026.

Other San Antonio buyers

  • CPS Energy and SAWS, each with its own supplier registration
  • VIA Metropolitan Transit and Port San Antonio
  • Joint Base San Antonio and other federal buyers through SAM.gov
  • Texas state agencies through the CMBL and ESBD

Example: how a San Antonio landscaping company would get started

This is an illustration of our process, not a client story.

A family-owned landscaping company on the West Side wants public maintenance contracts. We register it in SAePS and with CPS Energy and SAWS, confirm it meets SBEDA’s headquarters and net worth rules, and apply for small business certification. We register it in SAM.gov for grounds work at Joint Base San Antonio, then build a capability statement and track upcoming City and County bids.
