Why the East Bay is a public works market first
Most of the contracting money moving through Alameda County is infrastructure: port and terminal work, transit maintenance and capital projects, water system upgrades, road and facility construction. That shapes which certification matters. Construction and specialty trade firms here should usually be looking at SB-PW rather than standard Small Business certification.
SB-PW allows $46 million in average gross receipts and 200 employees, against $19 million and 100 for standard SB, because a contractor’s receipts include materials and subcontractor payments passing straight through. It applies to public works only. If your firm qualifies for standard SB, take that instead, because it covers public works and everything else.

If your average gross receipts over three years exceed $19 million or you have more than 100 employees, SB-PW is the route, at $46 million and 200 employees. If you fall under the standard thresholds, take standard SB instead, because it covers public works as well as everything else.
Does BART or the Port of Oakland accept state Small Business certification?
They operate their own vendor registrations and their own programmes. State certification does not automatically transfer, which is why firms working this market usually need both.
Do I need to register separately with each East Bay agency?
