Cal eProcure Login Problems, and How to Fix Each One

Most Cal eProcure login failures come down to one of five things: the temporary password never arrived, the account was created under a different Tax ID, the browser is unsupported, the wrong support desk was contacted, or the account was never actually completed. Here is how to tell which one you have and what to do about it.

First, work out which system you are stuck in

Cal eProcure sits on top of FI$Cal, the state’s financial system, and certification is administered separately by the Department of General Services. Three different desks support three different problems, and calling the wrong one is the most common reason people lose a day.

  • Login, password, portal access or profile updates — the FI$Cal Service Center, on 1-855-421-6355 or vendors@fiscal.ca.gov.
  • Certification questions, a duplicate Tax ID, or an application under review — the Office of Small Business and DVBE Services, on 916-375-4940 or OSDSHelp@dgs.ca.gov.
  • A specific solicitation — the contact named in the solicitation document itself, not either of the above.

Problem: the temporary password never arrived

When bidder registration completes, the system emails a temporary password to the address you gave as the primary contact. If it has not appeared:

  1. Check spam and quarantine. State mail arrives from fiscal.ca.gov and dgs.ca.gov addresses, and corporate filters frequently hold them.
  2. Confirm the address you actually entered. A typo in the primary contact email is invisible afterwards and stops every future notification too, not just this one.
  3. Use the I forgot my password link on the login page rather than registering again.
  4. If nothing arrives, contact the FI$Cal Service Center. Do not create a second registration.

That last point matters more than it sounds. A duplicate registration under the same Tax ID creates a record that has to be untangled by hand later, and it will hold up certification.

Problem: “this Tax ID is already registered”

This means someone has registered your business before — often a predecessor, an accountant, a former employee, or you, some years ago and forgotten.

Do not work around it by registering under an SSN instead, or under a slightly different entity name. Both create problems that surface later at certification, when your documentation has to match a record you no longer control.

Contact OSDS on 916-375-4940 or OSDSHelp@dgs.ca.gov and ask them to identify and release the existing record. This is routine for them.

Problem: the site behaves strangely or will not accept input

Cal eProcure supports a defined set of browsers and versions, and the portal genuinely misbehaves outside them. Before assuming your account is broken:

  • Try a different modern browser. If a field will not accept input in one and works in another, it was never an account problem.
  • Turn off browser autofill for the registration and application forms. The state’s own instructions warn that autofill populates contact fields incorrectly, and the errors are not visible on screen.
  • Clear cached credentials if you have logged in before under a different account.
  • Avoid the browser back button inside the application. Use the navigation within the form.

Problem: you can log in, but nothing is there

Usually the registration was started and never finished. Bidder registration has to be completed before certification applications become available, and a partially completed registration will still let you log in.

Check that you completed all of it: profile, primary address, user accounts, notification preferences, and at least one commodity code. Without a commodity code you cannot submit, and you will also never receive a bid notification.

Problem: you are still getting BidSync emails

BidSync was the state’s previous bidding platform and was replaced by Cal eProcure. Notifications from it are not state solicitations reaching you through the current system. If you are relying on them, you are missing the actual California State Contracts Register.

Problem: your certification status has not moved

After submission an application sits in one of several states: auto-approved, submitted or waiting for review, under review, deficiency, or denied. A deficiency means information is missing, and correspondence goes to the email on the account — from a fiscal.ca.gov or dgs.ca.gov address.

If weeks have passed with no contact, check that email address before assuming nothing has happened. A deficiency notice sitting in a spam folder is the single most common cause of a stalled certification.
