NYC PASSPort vendor registration happens in PASSPort. PASSPort is New York City’s procurement system, run by the Mayor’s Office of Contract Services (MOCS). City agencies use it to post solicitations, review vendors and manage contracts. To win NYC work, your business needs a PASSPort account that shows as “Filed”.
Step 1: Create an NYC.ID
PASSPort uses NYC.ID for login. Create a username and password with an email address your business will keep long-term.
Step 2: Create your vendor account
Log in to PASSPort and create your organization’s account. The person who creates it becomes the first Vendor Admin. Enter your organization’s basic information through the Vendor Information tile.
Step 3: Complete your disclosures
Fill out the Vendor Questionnaire and Principal Questionnaires with accurate business and ownership information. When your record status shows “Filed”, city agencies can view your information and start contract actions.
Step 4: Enroll in commodities
Use the Commodity Enrollment tile to list the goods and services you provide. This is how you’re matched with and notified about relevant solicitations.
Step 5: Add your NYC M/WBE certification
If you’re certified by NYC Small Business Services as an M/WBE, disclose it in PASSPort. This helps you access opportunities for NYC-certified businesses, including M/WBE small purchases.
Step 6: Add a second Vendor Admin
NYC recommends at least two Vendor Admins so you don’t lose access when someone leaves or is unavailable (NYC MOCS vendor admin checklist).
Common PASSPort mistakes
- Leaving the account in draft, so the status never reaches “Filed”
- Ownership details that don’t match your other records
- Enrolling in too few commodities
- Only one admin, then getting locked out
- Assuming PASSPort covers New York State. State agencies use the NYS Contract Reporter.
