San Diego County vendor registration runs through BuyNet, and we can set it up for you. Most businesses bidding County of San Diego work never claim the one advantage that would have won it for them.
The County operates a Small-Local Business Preference. If you qualify, your bid is evaluated as though it were 15% cheaper than the price you actually submitted. On a $200,000 bid, that is a $30,000 head start over a competitor who did not claim it.
And here is the part that surprises people: you self-certify. There is no pre-qualification step to clear first, and no state certification required.
What the preference actually does
When the County evaluates bids or proposals, a qualifying small-local business has its price treated as 15% lower than submitted. You are not asked to lower your price — the evaluation does the work for you.
On contracts over roughly $1 million, the County also looks for at least 3% subcontracting to small-local businesses. That creates a second route in: if you are too small to prime the work, you can be the subcontractor a prime needs in order to meet the requirement.
Who qualifies
You must be both small and local. Two separate tests.
Small — you can satisfy this several ways:
- Hold a California Small Business certification, DVBE, SDVOSB or VOSB certification
- Hold HUBZone certification
- Hold City of San Diego SLBE or ELBE certification
- Or simply meet the County’s own size limits directly
Local — meet at least one of:
- Headquarters or main office in San Diego County
- A physical location in the County where you conduct regular business
- A qualifying partnership or joint venture with a County-based member performing a commercially useful function
For-profit and nonprofit organisations both qualify.
A trap worth avoiding
The County uses its own size limits, not the state’s. The County applies 100 employees or fewer and $18 million in average gross annual receipts over the last three tax years, or 200 employees and $43 million for public works. California DGS uses $19 million and $46 million. Assuming the state numbers carry over is a genuine mistake — check against the County’s own thresholds.
The registration itself
Register with County of San Diego purchasing so you appear in their vendor database and receive solicitations in your categories.
The step that decides whether registration is worth anything is category selection. Your commodity codes are the only thing connecting you to a solicitation. Choose too few and you are invisible for work you could easily do. Choose everything and you drown in irrelevant notices until you stop reading them.
Then, when you respond to a procurement, select that you are a small-local business and submit the self-certification. This is the step people miss. Registration alone does not claim the preference — you claim it on each bid.
You don’t need to be certified first
This matters if you are newer, or not yet eligible for state certification.
California Small Business certification requires a California principal office, owners domiciled in the state, and size figures averaged over the previous three tax years — which in practice means three years of filed returns. A business under three years old cannot clear that gate yet, however healthy it is.
The County of San Diego does not require it. You can register, self-certify, claim the 15% preference and bid this month.
