We prepare FEMA BRIC benefit-cost analysis with the FEMA BCA Toolkit. FEMA’s hazard mitigation grants fund projects that reduce future disaster losses, such as flood control, wildfire mitigation, seismic retrofits and utility hardening. To be eligible, most projects must be shown to be cost-effective, typically through a benefit-cost analysis using FEMA’s BCA Toolkit, with a benefit-cost ratio of 1.0 or higher.
The programmes
- BRIC (Building Resilient Infrastructure and Communities). FEMA restarted BRIC with a FY 2024–2025 funding opportunity released in March 2026. It placed more weight on infrastructure projects, design readiness and first-time applicants.
- Hazard Mitigation Grant Program (HMGP). Available after a presidentially declared disaster, through Cal OES in California.
- Flood Mitigation Assistance (FMA). Funds projects that reduce flood risk to insured structures.

What happens if the BCR is below 1.0?
The project is generally not cost-effective under FEMA rules. We look at whether benefits were missed, whether the scope can be phased, or whether another funding source fits better.
