We support applications to the FTA Capital Investment Grants program and California TIRCP. Transit agencies in California fund major projects through two main sources: the Federal Transit Administration’s Capital Investment Grants (CIG) programme and the state’s Transit and Intercity Rail Capital Program (TIRCP). Both are competitive and both reward a clear, well-supported case for the project’s benefits.
FTA Capital Investment Grants
The CIG programme funds New Starts, Small Starts and Core Capacity projects. FTA rates projects on project justification criteria, including mobility improvements, environmental benefits, congestion relief, cost-effectiveness, economic development and land use, and on local financial commitment. GERC supports the economic development and land use documentation, community profiles, and the narrative that ties them together.
TIRCP
TIRCP is administered by the California State Transportation Agency (CalSTA). It funds transformative capital improvements that increase ridership, integrate rail and bus systems, and reduce greenhouse gas emissions. We prepare application narratives and benefit analyses, and coordinate with your ridership and engineering consultants.

Do you run ridership models?
No. Ridership forecasting, for example with FTA’s STOPS model, is done by your travel demand consultant. We use their outputs in the economic and benefit analysis.
