A note on which portal. The City has been consolidating onto RAMP (rampla.org), the Regional Alliance Marketplace for Procurement, while LABAVN (labavn.org), the Business Assistance Virtual Network, remains the system many departments and solicitations still name. Register on RAMP, and check the specific solicitation for which system it directs bidders to. If you had an LABAVN account, the City carried your profile across.
City of Los Angeles vendor registration and certifications
Once you register, you request certification through the Bureau of Contract Administration. The categories are Minority Business Enterprise, Women Business Enterprise, Small Business Enterprise, Emerging Business Enterprise, Disabled Veteran Business Enterprise, and Other Business Enterprise. Each requires documentation of ownership and control: tax returns, ownership records, and proof that the qualifying owner genuinely runs the business.
Separately, Small Local Business certification is worth checking against your numbers. Firms under the City gross-receipts threshold with a local presence receive a bid preference on smaller competitively bid contracts. For a firm doing a steady volume of sub-six-figure City work, that preference is the difference between bidding and winning.
The Business Inclusion Program
This is the part that surprises prime contractors. On covered City contracts, bidders must conduct and document good-faith outreach to certified MBE, WBE, SBE, EBE and DVBE firms, and the documentation is scored. Bids have been found non-responsive on outreach paperwork alone, with nothing wrong in the technical response or the price.
It cuts both ways: if you are a certified small or diverse firm, the same program is why primes will be calling you.
