Two systems, two jobs
- Vendor registration — through the Metro vendor portal at business.metro.net. This is how you are visible to buyers and how solicitations reach you.
- Certification — Metro DBE and SBE applications are processed through its certification system at metro.gob2g.com. Registration does not certify you, and certification does not register you. You need both.
Why LA Metro SBE certification is worth the paperwork
Metro sets small and disadvantaged business participation goals on contracts. On a goal contract, primes must document their outreach to certified firms and their committed participation. Being certified moves you from a company that has to find work to a company primes need in order to submit a responsive bid.
What the LA Metro SBE certification application asks
Broadly the same evidence every certifying body wants, assembled to Metro format: who owns the business and in what proportion; that the qualifying owner controls day-to-day operations and not just the paperwork; personal net worth where the program requires it; three years of business tax returns; and size figures against the applicable standard.
Most rejected applications fail on control, not ownership. A business where a qualifying owner holds 51% but where someone else signs the contracts, hires the staff and runs the field work will not certify, and reviewers are practised at spotting it.
If you already hold a California DBE
California operates a Unified Certification Program, so a DBE certification obtained through one participating agency is recognised by others in the state. What that does not do is complete your Metro vendor registration or any Metro-specific program application, and the reciprocity details are worth checking against your particular certification rather than assumed.
