Before You Apply for California SB Certification: 6 Things to Get Right — Global Economic Research Consulting

California SB certification is free through Cal eProcure. California Small Business (SB) certification is free, and the application looks simple. But most applications that go wrong fail on decisions made before the form is opened. A short conversation first can save months and a missed bid.

1. Choosing the right category

California has three small business categories, each with different limits:

  • Small Business (SB): average annual gross receipts of $19 million or less over three years and 100 or fewer employees.
  • Micro Business (MB): $6 million or less in average receipts.
  • Small Business for Public Works (SB-PW): up to $46 million and 200 employees, for construction and public works firms.

A distributor or fabricator whose receipts include pass-through materials can look too big for SB and still qualify for SB-PW. Applying for the wrong one can mean a denial, or a preference you can’t use on the work you bid.

2. Counting affiliates correctly

The size limits include affiliated companies. Owners with stakes in other businesses often miss this, and it is one of the most common reasons applications come back.

3. Documents that match

Your business name, address, tax returns and ownership records must agree with each other. The Department of General Services typically decides within 30 to 45 days of a complete application. Mismatched documents are the most common cause of delay.

4. Timing it to the bid you want

You can only claim the 5% state bid preference once certification is approved. Starting after the solicitation you want has been posted is often too late.

5. Planning the full preference stack

State SB certification is the base for other programs. Orange County’s Local Small Business preference (5%, or 8% combined with DVBE) and Los Angeles County’s Local Small Business Enterprise preference (15%) both build on it. Planning the state application with those in mind saves a second round of paperwork.

6. Keeping it active

Certification lasts two years, and renewal opens 90 days before expiry. A lapsed certification removes your preference without warning.
