Orange County vendor registration starts with the County of Orange, then each city you want to sell to. Orange County agencies buy everything from janitorial services to engineering studies, and they give real price advantages to local small businesses. But each agency keeps its own vendor list. Here is how to get on the right ones.
Step 1: Get your state certification first
Most Orange County preferences are built on California Small Business (SB) or Disabled Veteran Business Enterprise (DVBE) certification from the Department of General Services. SB certification requires average annual gross receipts of $19 million or less over three years and 100 or fewer employees. It is free, it carries a 5% bid preference on state contracts, and approval usually takes 30 to 45 days from a complete application. Start here, because the county preferences below depend on it.
Step 2: Register with the County of Orange
The County of Orange posts its bids on OpenGov Procurement. Registering there puts your business in front of county departments and gets you notices for the categories you select.
The county runs two preference policies:
- OC Local Small Business (OCLSB): a 5% preference on bids (capped at $100,000) and 5% added to your cost score on RFPs. You need state SB certification and principal operations in Orange County.
- DVBE: the same 5% for state-certified DVBEs.
- Both: firms that qualify as OCLSB and DVBE receive 8%.
Step 3: Add the cities where you want work
Cities run their own portals and some have their own preferences:

Step 4: Choose your commodity codes carefully
Portals send notices based on the codes you pick. Too few and you miss bids; too broad and you drown in irrelevant ones. Match codes to what you have actually delivered and can prove with past performance.
Step 5: Keep everything current
SB certification lasts two years. A lapsed certification quietly removes your preference, and an outdated portal profile can stop notices reaching you.
